Catch Me If You Can: Can Location Verification Stop AI Chip Smuggling?

Join the Security Studies Program (https://sfs.georgetown.edu/ma-security-studies/) for a report talk with the authors of Tracking AI Chips: Assessing Location Verification as an Export Control Enforcement Tool, a new report from Georgetown's Center for Security and Emerging Technology (https://cset.georgetown.edu/) (CSET). Export controls on AI chips are central to U.S.-China tech competition, but reports of chip smuggling continue to raise questions about their enforceability. One proposed policy response is location verification: requiring methods that identify the locations of controlled chips to help regulators detect smuggling. CSET's new report assesses potential approaches, their feasibility and cost-effectiveness, requirements for implementation, and their value as an enforcement tool. Cara LaPointe, Director of Analysis at CSET, will sit down with the report authors Jacob Feldgoise, Kyle Miller, and Hanna Dohmen to discuss their findings, the trade-offs involved, and implications for U.S. policy. She previously served as the Director of Strategic Assessment for the Department of the Navy (DON), where she conducted independent, data-driven assessments and led the Naval Strategic Studies Group.
